Community development policy is most effective when you use the principles of self-help, felt needs and participation (Bhattacharyya, 1995). If a community shows the highest perceived needs, individuals are more likely to think about relevant issues and establish priorities for change. However, Pierre (1989) points out that different cultures have different views on how the principles of self-help, felt needs and participation poured. His work in Nepal showed that the Western concept of development to be independence and individuality is not respected the terms of the physical development of Nepal and foreign involvement (Stone, 1989). This notion of cultural variability calls the time and the allocation of resources going to develop a body of knowledge about the problems of a community before the change can be implemented. The developer community should be participatory methods to better understand the strengths and weaknesses of a local cultural group or community (Rubin and Rubin, 2008). As Rubin and Rubin (2008), the benefits of using participatory methods in research and knowledge about problems and solutions are necessary measures by the community of actors who found benefit from this change generated.
There are many different types of participatory approachess to help with the community to identify their needs. Three methods of social participation and evaluation toolkit (1998), PRA (PRA), self-esteem, associative strength, resourcefulness, action planning, the responsibility (Sarara) and evaluation of beneficiaries (BA). Although participatory methods useful in mobilizing the community to have to reach their goals could inadvertently strengthen community groups and teachers.
